Difference between regular free plan and GitHub with +180 days offer

I'm confused because the docs say

For the Free plan, all users receive $5 in permanent free credits every month. These credits can be used to offset any Free plan costs and help lower the barrier to entry.

And for GitHub eligibility, it says:

Eligibility for 180-day GitHub registration is qualified when unlocking lifetime free access (monthly $5 credits sent).

Is lifetime free access the difference? Because of how it reads, every account has $5 monthly free credits, no?
